Preheat oven to 400
In a large pot, boil potatoes until tender and drain. Add ½ cup Ontario cream and 2 tbsp Ontario butter and mash until creamy. Cover and set aside.
In a large skillet, add 2 tbsp Ontario butter, garlic, onions, and flour. Mix and cook until softened. Add Ontario cream, chopped leeks, celery, and simmer until thickened. Add garlic powder, chili flakes and mix. Turn off heat and mix in shrimp, pepper and simmer.
Take 4 medium ramekins, spoon equal amounts of shrimp cream sauce in each and top with mashed potatoes. Add ½ cup shredded Ontario artisan white cheddar and bake for 15 minutes or until cream sauce is bubbling and cheese curds are melted and browning. Serve.
